Even so, McKinley said he prefers maintaining that yearly funding stream over a private lease arrangement that could generate a $200 million lump sum upfront in addition to annual payments. On another gambling-related topic, McKinley said he opposed Culver's proposal to borrow $700 million to fund job-creating infrastructure projects by using $56 million annually over 20 years to finance the revenue bonds. "(The governor) talked a lot about borrowing and bonding more money to spend more money. My reaction is that spending is what got us into budgetary crisis that we have now. It isn't the national economy.

It's because we simply spent too much over the past 24 months," McKinley said. "Just because we have a credit card doesn't mean we should use it" The Chariton Republican also said he personally is opposed to raising the state's gas tax to fund infrastructure needs. He said legislative Republicans soon would unveil their plan for addressing the state's critical infrastructure needs that would not require bonding or a gas tax increase. "There are other ways to deal with these issues," McKinley said "I think people are paying enough for their gas," he said. "Road infrastructure is a critical need in Iowa.
